Governor Cuomo banned official (State-sponsored) travel to North Carolina and Mississippi in April 2016. Nonetheless, the Office of General Counsel continues to receive requests from faculty and staff to approve payments for travel to those states, in some cases, to obtain reimbursement for travel that has already occurred.
Please note that there are only four exceptions to the official travel ban:
- The travel was required based on a contractual arrangement or agreement that was made before March 28, 2016.
- The travel is not paid in full or in part by any CUNY or State funds.
- The cost of the travel is borne by a receiving institution/organization in North Carolina or Mississippi with no cost to CUNY or the State.
- The purpose of the travel is necessary for public health, welfare and/or safety reasons.
I am concerned that this Executive Order has not been fully communicated, because we continue to receive requests for reimbursement for travel to North Carolina or Mississippi. In the case of public health, welfare, or safety exceptions, authorization must be obtained in advance for this travel.
