SENT ON BEHALF OF OLGA DAIS, ESQ.
AVP/Legal and Labor
Dear Faculty Member:
This is a reminder to all full-time faculty members who are Academic Filers earning a minimum salary of $99,394, that you will have to file an Annual Financial Disclosure Statement (“FDS”) by November 15, 2019 with the Joint Commission on Public Ethics (“JCOPE”). You should receive a notice from JCOPE on or about October 11.
Who must file
All non-policy maker academic employees (“Academic Filers”) whose annual salary is $99,394 or more as of April 1, 2019 are required to file an FDS for calendar year 2018. This filing status is based on your current employment status and not your employment or salary status in 2018. Thus, even if you were not employed with Baruch in 2018 or if you did not earn the stated amount in 2018, you still must file an FDS.
When you must file
You will soon receive an email notice from JCOPE (jcope@public.govdelivery.com on behalf of ethel@jcope.ny.gov) to remind you that the 2018 FDS is due November 15, 2019. Please note, however, that if you have not received a notice from JCOPE, you still may be required to file an FDS. Thus, it will be important for you to contact Gail Marshall, Deputy Ethics Officer, at Gail.Marshall@baruch.cuny.edu if you do not receive any notice from JCOPE by the end of October.
How to Create an Account to file your FDS
If this year is the first time that you will be required to file an FDS, you must set-up a NY.gov account. To set up your account, you may click on this link: https://my.ny.gov/. Once there, please follow the prompts and select “Don’t have an account” and then select “Personal.”
Filing Exemptions
Academic Filers who are not designated as a Policy Maker may apply for an FDS filing exemption. The application is available through your online account (click this link to log in: http://www.jcope.ny.gov/fds.html) or by mailing a paper form to the Commission. The deadline to apply for an exemption is November 15, 2019.
Filing Extension Requests
If you need more time due to a justifiable reason, you may file an extension request. Filing extension requests are available through your online account (click this link to log in: http://www.jcope.ny.gov/fds.html) or by mailing a paper form to the Commission. The deadline to apply for an extension is November 15, 2019.
If you have any questions or otherwise need assistance, please call the Commission at 1-800-873-8442 and press 3 for the FDS Unit, or email ethel@jcope.ny.gov. If for any reason you believe this notice has been sent to you in error, please contact Gail Marshall, Deputy Ethics Officer, at Gail.Marshall@baruch.cuny.edu.
Kind regards,
Olga Dais, Esq.
